The Urban Land Conservancy: Fix Everything

The Urban Land Conservancy is a non-profit development group formed for the express purpose of transforming and repurposing sites in impacted urban neighborhoods and communities, projects which are not economically viable on a conventional basis.

ULC, as a non-profit development entity, brings together a variety of capitalization options unavailable to the for-profit developer. This allows it to tackle complicated projects by viewing the project through a long-term lens instead of the short term “minimize risk, get the money out” perspective conventional capital is, by its nature, bound to. 

The long-term economic benefit to the agencies, municipalities, and land owners, as well social, cultural, and environmental benefits to the end users, the adjoining neighborhoods and communities as a whole are tangible and achievable.

Long-term economic value and relationships breed successful and flourishing communities. Self-sustaining development requires long term planning, design, and system implementation which measures success via multiple bottom lines: quality of life, health, productivity, minimal carbon footprint, creativity, job and business creation, housing production, nature, all combining to create vibrant, active, safe, efficient and enjoyable communities and neighborhoods.

Loring Sagan co-founded Build Inc. with Doug Ross in 1999. His vision for a real estate development company that could create value by transforming projects forms the mission statement of Build Inc.  Through collaboration and community involvement, Buildinc has established itself as a boutique development partnership planning significant urban redevelopment projects in SF. As an alternative vehicle for tackling the transformation of large scale urban industrial properties, the Buildinc partners are forming the Urban Land Conservancy as a non-profit development entity to collaborate with the Port of SF, the City, and municipalities/landowners with properties requiring alternative approaches to redevelopment.

He began his career by creating Sagan Design Group and Sagan-Rich Construction Management at age 27 at Lake Tahoe. This formula produced many award winning homes and honed his vision for design excellence married to responsive, nimble project execution.

In the early 1990’s Loring co-found Resort Design Group which was involved in various aspects of the design, planning, building and managing boutique, environmentally responsible lodges in California, and Fiji (Post Ranch Inn, Cousteau Fiji Island Resort, and the Lodge at Skylonda). These projects won international recognition for design, planning and sustainability and exemplify successful development within rigorous environmental constraints. What has consistently distinguished Loring is an intuitive talent for applying creative solutions to entrepreneurial endeavors within value-creating parameters. Loring is co-founder and partner respectively in Sagan-Piechota Architecture, Buildinc, Urban Land Conservancy, and lately Piccino restaurant. He is a graduate of UC Santa Barbara with a BFA in Fine Art.

Lou Vasquez started his career in construction painting houses in San Francisco while still in high school. In 1977 he founded Vasquez & Lo. Builders, a general contracting firm. Subsequently, he went into residential and commercial development and construction fields with Oxford Development, Greenbriar Homes, Trammell Crow Construction and Archstone Communities, as well as a second company that founded, Buena Vista Builders.

His building and entitlement experience ranges from remodeled baths and kitchens to mid rise office building to 500- unit apartment projects. His portfolio includes several thousand luxury apartments in more than a dozen projects; hundreds of singles-family homes in a half-dozen subdivisions; shopping centers and office parks. As an intrinsic piece of all of these development projects, Lou has produced a significant contribution to the neighborhood and cities where his projects have been located in the form of affordable housing, parks and plays and playgrounds, and significant public improvements.

Grant Barbour is a real estate attorney and licensed real estate broker. He manages the process of acquiring and developing Build Inc. projects, as well as the contractual relationships with buyers and sellers, and entitlements. Grant has previously worked for the Trust for Public Lands and the American Land Conservancy.
